(Prime Minister's Opinion) - Prime Minister Nguyen Tan Dung recently approved a Low Carbon Agricultural Support Project (LCASP) with total credit of 84 million USD , 74 million USD of which will be borrowed from the Asian Development Bank (ADB).

PM Dung has assigned the Ministry of Finance to co-operate with relevant agencies to create the project’s financial mechanism, and the Ministry of Agriculture and Rural Development to evaluate, approve and implement the current regulations o­n managing and dispersing official development assistance (ODA).

The government leader asked the Ministry of Finance to cooperate with relevant ministries and agencies in building financial mechanisms for the project.

He also said the Ministry of Agriculture and Rural Development is responsible for evaluating, adopting and implementing the LCASP following regulations o­n the management and disbursement of official development assistance (ODA) loans.

The project aims to reduce agricultural pollution by treating livestock wastes through the expanded use of biogas and bio-slurry processing technologies.

The LCASP will focus o­n introducing professional, modern biogas systems for medium- and large-scale farms as part of a comprehensive livestock waste management system. It will also build capacity at all levels to ensure sustainable replication of the model.
